Environmental impact statement

The Queensland Coordinator-General released the Landsborough to Nambour Rail Project Environmental Impact Statement for public comment in July. The public comment period closed on 24 August 2009. Click here to view the environment impact statement.

The environmental impact statement:

  • assesses the social, environmental and economic impacts of the project
  • provides mitigation measures to manage impacts where required
  • addresses the topics outlined in the terms of reference issued by the Coordinator-General in October 2008.

The environmental impact statement process includes:

  • preparation and public comment period of draft terms of reference (July 2008)
  • issue of terms of reference by Coordinator-General to the Department of Transport and Main Roads (October 2008)
  • preparation of the environmental impact statement (October 2008 – June 2009)
  • public comment period of the environmental impact statement, which must address the terms of reference (July - August 2009)
  • review of submissions received during the public comment period
  • reporting on the evaluation of the environmental impact statement, public submissions and additional information by the Coordinator-General
  • approvals by government.

Terms of reference

The terms of reference identifies those matters that the environmental impact statement for the project must address. The public and government agencies were given the opportunity to comment on the draft terms of reference before the final terms of reference was issued to the Department of Transport and Main Roads by the Queensland Coordinator-General.

Referral under the Environment Protection and Biodiversity Conservation Act 1999

The Landsborough to Nambour Rail Project was referred under the provisions of the Environment Protection and Biodiversity Conservation Act 1999 to the Australian Government’s Department of Environment, Water, Heritage and the Arts. The Australian Government has since determined the project to be ‘not a controlled action’, therefore giving responsibility for the environmental impact statement for the project to the Coordinator-General.
